Reference rates are fixed once each afternoon by the ECB. Nobody trades at them: a bank or bureau will quote a spread around this. Use them to compare sizes, not to price a transaction.

How much money exists
A currency has no market cap. The nearest honest equivalent is how much of it exists, the monetary aggregate a central bank publishes. That is what makes a currency comparable to a company at all.
